Sheladia Associates is seeking a professional part-time Utility Management Multiple Use Services Specialist to join our team on an on-going USAID funded Lagos Urban Water, Sanitation and Hygiene Activity (LUWASH) project in Nigeria.

The objective of this project is to support our Client, The Lagos Water Corporation (LWC), in the expansion and improvement of urban WASH service delivery and infrastructure through strengthened governance increased accountability, and improved financial and technical capabilities of public water utilities and private sector providers. The specific duties will include:

  • Support the rehabilitation of some critical infrastructure to improve the availability and access of water and services in low-income communities.
  • Design and operationalize a fund to rehabilitate WASH infrastructure, metering, customer enumeration, development, and other necessary activities to improve the sustainability of the public utilities.
REQUIRED RESULTS
  • A Rehabilitation Fund designed, established, and utilized to support quick service delivery improvements by Year 1;
  • Tariff structure and tariff model implemented by the Government by Year 1;
  • Developed and implemented Performance Improvement Plan (PIP) by Year 1;
  • Developed preventative maintenance plan by Year 2;
  • Operationalized asset maintenance management system, including a manual to formalize guidelines for developing such a system by Year 2;
  • Improved performance and regulation of water vendors results in improved consistency and reliability of the delivery of potable water by Year 2.
  • Reduced non-revenue water (especially the billing and commercial side) by at least 50 percentage points (Year 3);
  • Share of cost that is unrecovered decreases by at least 50 percentage points from the baseline (Year 3);
  • Percentage of water utility customers not paying according to consumption decreases by at least 75 percent from the baseline (Year 4).
  • At least 4,000,000 people in low-income communities will have access to improved water and sanitation services by Year 4.
  • Increase private sector investment and unlock local currency financing for WASH sector development.

Required Qualifications:

  • Master’s degree in engineering, economics, developmental finance, or other relevant disciplines
  • 15 years of experience or equivalent combination of education and experience
  • 5 years of international water sector experience as an expat.
  • Must possess 10 years of relevant experience in the WASH / Water sector with a focus on public policy, utility reform, and improvement of utility financial viability, operational improvements, and corporate governance, with a preference for experience in Nigeria / Africa
  • Must have strong understanding of how to improve efficiency, reduce losses, and augment the financial viability of utilities.
  • Strong oral/written communication skills and ability to communicate at multiple levels in the organization. Strong verbal and written English communication skills.
  • Ability to coordinate activities with officials from the host country government, Donors, NGOs, and other agencies.
  • Support the Chief of Party (CoP) to build effective relationships with all clients, peers, and stakeholders, and high-level government officials.
  • Ability to work hands-on, independently, and within the team.
  • Strong organizational and interpersonal skills and ability to work in a team-oriented setting.
  • Strong Report writing and presentation skills
  • Prior experience on Donor funded projects such as USAID is desirable
